利津县城区集中供热扩容改造工程施工第二标段位于东营市利津县利八路，由利津县城市供热有限公司投资建设，山东万豪华宇工程设计有限公司设计，烟台市工程建设第一监理有限公司监理。
本工程主要包含DN800和DN900两种规格的聚氨酯预制直埋保温管，合同价格2200余万元。由于当地地下水位较高，给施工造成一定的困难和安全隐患。项目部从构建结构清晰、职责分明、运行稳定、体现“五位一体”（安全、质量、成本、工期、技术创新）管理要求，实施有规范、操作有程序、过程有控制、结果有考核的管理制度入手，在健全各种规章制度的同时，严格标准化施工，确保工程保质保量按期完成。项目部贯彻“质量是进度的前提、质量就是效益、质量就是信誉”的理念，优化施工工艺，细化施工工序，明确每道工序的责任人和检查标准，对技术人员、班组负责人、作业人员实行明确的责任追究及奖罚制度，确保工程质量100%的合格。项目部始终把安全放在首位，坚持“管生产必须管安全”的原则，正确处理好安全、质量和进度三者之间的关系，始终把安全工作摆在首位：建立健全项目安全管理体系，任务分解，责任到人，并逐级签订了安全责任书；措施到位，项目部针对各道工序、各个环节、各个岗位，都有相应的安全控制措施，做到在标准的指导和约束下进行施工；现场管理到位，项目部确立了工程若干重大危险源，落实安全技术措施和监控措施、安全责任和应急预案，做到防患于未然。
项目部进场时，正值高温多雨时节。鉴于以上情况，项目部进场当日便召开了进场会，提出工作目标、制定工作方案、合理分配工作任务。任务紧、工作重，这时已经没有了白天黑夜之分，气温高时达到37℃，大家依然坚守工作岗位，身上的衣服一直都是湿的，一天下来衣服都是“花”的，有时头晕的实在扛不住了就找个凉快的树下待会儿，喝瓶“藿香正气水”缓和会儿继续施工，几天下来大家都黑了、瘦了。
现在又正值寒冷时节，为了工程保质保量完成，大家依然坚持奋斗在一线，冒着严寒，却挥洒着汗水，那都是为了一个共同目标的实现。
